Sorry for not replying sooner. We've been updating our payouts backend and some of the functionality we wanted to get out took longer than expected. We held off contacting everyone until we got everything out but in retrospect we should have contacted people sooner.
We migrated to using Connect with PayPal, everyone is required to re-link their PayPal account. This ensures we are sending money to a valid PayPal account and can help cut down on abuse.
We've redesigned the seller settings pages with the new tax identity collection stuff that came out today. All the different sections now have their own pages. It should be a lot easier to update the relevant section now.
Also, on your Dashboard's Payouts page there is the PayPal link area, that was supposed to be the place where you would be directed to link your Paypal account, but the UI didn't make that clear.
