In regards to download speeds, you are correct that downloads are throttled. Jav-It will always download at the fastest speed available to it. The reason this happens is because they know that no human can realistically watch a video faster in a given amount of time, so users are throttled to try and limit abuse. Thankfully, the process is still much faster than real-time so place shifting your content is not too bad. Especially if your running on an unsupported operating system.
