Message chloe? I don't see where or how to do that. I'm on android
This is a bug I came across too.
You gotta go back a couple scenes to fix it. Or back to an old save.
I didn't have to do any of it. For me the phone just opened by it self on Chloe's contact. However if I clicked on the phone myself Chloe was no where to be found. So as said, just let the phone pop ut by it self
