Sorry for spoiler but I think I found a bug, I released the orc but then let him go on his own. After a day I went back and he went back to the cage saying "I will find the moment to escape" ,when I talk to Victoria she acts like he's gone.
There's a chance it could be it's a failsafe in case someone changes there mind.
it doesn't let me say anything to him
