Does the game have to be fully finished? Are prototypes/working/finishable games with minor features missing allowed?

I read that you must create all assets. Does this include sound, UI, things like that?

he said it should be a html build (playable on the itch.io website) OR a windows application, he said html build is preferred

Windows is the only requirement. I highly recommend you make an html build in order to get the maximum amount of plays you can get

I found a couple of small issues in my game. (Put down three instead of four and gave one character two names.) Could I fix those issues or would that be a problem?

7:30pm UTC is 3:30pm EDT (eastern USA time zone)

(the results will be announced 7:30pm UTC, so if you live in eastern USA like me then the results will be announced 3:30pm EDT)

(The Difference between EST and EDT is: EST is used during summer and spring, while EDT is used during fall and winter. This is done because of daylight savings.)
