I haven't heard of Twine. but it is very similar to what I did in tuesday js. It Twine has interesting decisions over which I racked my brains on how to make them. So thanks for the good tip )
I'm currently thinking about a tool for displaying a scene with a background and characters, like this

Looks great. It would be nice to have the opportunity to custom the scene layout (text boxes, avatars, etc)
Also, it is very important to have a visual panorama of the story structure. This is where Twine does a great job showing the project as a tree-like schematic
