Had to look it up.
".sb3" files are scratch projects. I was able to play the game by:
1. going to the scratch website https://scratch.mit.edu/ and going to start creating (don't need to login).
2. Click on start creating.
3. Click on the top menu option File -> Load from your computer
4. Select the .sb3 file and you can play the game.
