The progression doesnt work. His health is up. I have him well fed. I can't maintain his happiness or affection at all its very broken

There is a intentionally added gate if you reached 54 affection in case that's where you're are. If that's the case, and you've seen all story events available (the last one called "Due Improvements" where Arnie calls you about a meetup), then you finished the content for this build :]
