The problem with them being stationary is that they could essentially block a girl entirely. They are just focussed on watching the shoreline... and are a great target to make photos from ;)
true, but they are not focusing on the beach they can potentially still catch you, perhaps have a mechanic which makes the picture harder for an increased rarity chance?
if you want, you can also use the mechanic where a character who has been snapped looses their view cone.
The view cone could also be quite narrow with a slow pan.
