Its functionally they  same, they choose a dice but it only gets reduced by 1 instead of 2!

So just to clarify: if I attack the whole dice pool and succeed, I can choose any one threat to reduce by 1 step, while a CALL A SHOT reduces the chosen threat by 2 steps. In that case, is there a strategic or narrative reason to choose the general attack instead of a CALL A SHOT? Or is it mainly intended as a more general, fiction-first way of attacking the creature without targeting a specific threat?

A general attack is less risky by default but if gives you less of a impact with your roll - as well as offer some difference between just attacking the head of a dragon vs aiming for the dragons eye, for example,
