For what it's worth, there are hints to it if you talk to some people.  When you can talk to some people.  (I say that as someone who got three of the four and then...not much else.)

Oh NO WONDER I haven’t gotten anywhere. I thought to remove the law you just had to interact with the law once!!!! Excuse me while I cry in a corner.
