Paypal sends you a confirmation about any payment you make. If you got no confirmation, Paypal did not send the payment.
You need to check in your Paypal account what is going on.
16.8. was not a banking day. And while bank transfers are faster than they used to be, but they are not instant and there might be additional circumstances either for your account or for that particular payment, that might delay the transaction.
And do you normally get a confirmation mail from Paypal about your activities?
If they did not confirm the transaction to you, Itch got not money and the transaction is not complete. So Itch cannot resend you the download page link, because from Itch's perspective you have not bought anyhting. Itch support and community cannot help you, beyond pointing out, that you need to investigate why Paypal did not send the money yet.
