It's because the tavernkeeper says he is lying, but I guess that doesn't make sense if he is supposed to be drunk and the tavern opens after dusk. But I always took that advice to mean that the person was lying for that entire day.
Yeah that one might be a slight mistake, I'll have to check. We really didn't have much time to test the levels within the jam period time.
