Even after you complete the main story of the game you can't get into Lamina without forking up 5 marks by going to one of the Village Wargs at the entrance of the town, not a issue if you have a ton of marks or can easily grind some if you have Ring of Gains and fight a couple of enemies in the earlier areas but It still is a bug I'm sure.
