I have tried interact with the phone multiple times. I have completed the Strange Lady quest whom Mason met in camp, with a soda can.
Only managed to find Harleen, Melanie and Strange Lady in phone, no sights of Luna.
Did I miss something? T.T
You need to check the note that appears on her bedroom door then go interact with phone in the asylum for the message to randomly appear.
