is it normal that im on day 30 something and still have 4 quests that I cant seem to progress? (Double or Nothing, Sweat and Wolf, An Ominous Request and Nightmares). Also can you in this current version get the pass for the upper district or will that be added in a later update?

Upper district doesn't exist yet in the game. I'll talk more about that one probably in the next devlog actually. The basic idea is Emma has multiple ways to obtain freetime entrance towards the Upper District.
Double or Nothing is for sure bugged but the other three don't have conclusions implemented yet. And yeah everything past day 23 is just for getting the merchant or Lorraine content (since those are optional)
