So, this is where I'm stuck
- Mouthful quest: Where can I get ingredients for Anne? Flour, honey jars and bags of cocoa
- Flower girl: Says I should go to Candle Lane to find Reina, but she's never there during night or day.
- How do I get the Servant Dress, Regime du Corps and Alekeeper outfits?

- Olympene Street, and in the Village.
- Reina is in the end of the right of the Candle Lane
- Olympene Street, and then go to the left

Is this a bug with my save?

There are no interactible street vendors that sell any of the items in either.

There is no sign of Reina there also.

You mean the dress store in Nyxon Lanea? It has only two different outfits.

There's a store you can visit on Olympene Street, Reina should be standing at the back on the right side of Candle Lane, talking to a man, The store is open day and night so you can shop for different outfits
I can't tell you if this is a bug or not; no one has reported either of the two bugs you mentioned. Make sure you haven't missed anything.

Ok, for the Anne quest I was missing the conversation with the Pawn shop owner. As for the other two, are there any conditions to make the outfits appear in the Tailor shop? Also I have no clue what I'm missing for Reina to appear?

I'm not sure, but you might not be able to see the outfit you're looking for until you finish the game all the way through. And if you've already seen Reina on Candle Lane, she won't be showing up there again—you'll have to look for her somewhere else
