Very odd... You're not on mobile? Because I know it is off-screen on mobile. But I've not figured out how it could happen on a pc. Is the game screen area fully of screen or partly? I might be able to work around it by making the viewport dimensions smaller (they're currently set to 1920x1080)
Edit: I may have fixed it because I was a dumb dumb and forgot to set stretch to canvas_items in my project settings in Godot.
