I created a civilian character living in a city within the country's borders. However, during the character's fate stage, I rolled dice and got Danger three seasons in a row, along with three consecutive "Out of harm's way, you see danger from afar" results. This left me at a loss. It’s difficult to put a civilian in danger in a city without any wars for me —let alone having them "see danger from afar." Beside that, we like this game. I will write a full comment after we finished the game.

Three in a row??? That is… extremely bad luck. That's what, 1 in 75 125? I thought I got some bad Fate rolls but you might have me beat.
Remember the danger does not have to come directly from war, it can be any secondary effects of a time of strife and hardship. Illness, starvation, people stealing from each other, etc. If you see other people suffering but you're fine, that's danger from afar. Odds might still need tweaking though. Not sure I'm happy with 2hi in a location without fighting.
