Question about Game Entry requirements

Am asking here since there was nowhere a description on which OS the game has to run, or how.

Questions:

  1. What OS should be targeted for a valid entry?
  2. How is it expected to be packaged? Just a zip? A installer?
  3. Can I create a proper NES game and subsequent *.nes ROM to use as entry? Or should I throw a NES emu into the distribution too? I was getting Interested in the NESmaker IDE and tool chain, because it basically is a full IDE that even can flash the game onto physical cartridges to be played on real hardware.

Sorry if it doesn't help, but Farmer's Dash provided a nes file as well as a browser version made with JSNES, which I think was perfect.
