Thanks for the submission! It sounds like a lot of fun.
If I had to critique something it would be that saying the staff are necessarily innocent is a bit reductive (it leaves out fun options like them all being magical creatures or parts of a greater whole/hivemind), and also it might be good to direct the gm to plan a reason for how the system of nuisances is being coordinated.
Fungus control is obvious for one, but many other entities don't have a clear means of orchestrating the run around, you could say the staff are just trained to be unhelpful but that may not always work as it seems designed for failures to appear coincidence based at first, and could be easily found out immediately just by questioning the staff.
