I have 2 questions:
1. Does ice cream have a use?
2. Why is Cait's story chapter 19 not advancing? I got Blair already and it still says "wait a bit"

Currently ice cream has no use.
You may need to progress other quests for Cait's story to trigger. Sometimes you need to wait a good bit too, but I'd recommend progressing quests.
