If by route selection you mean the black screen where Walter thinks about one of the people he met that day, in order for the mentor option (gil) to appear, you must select the alternative option when interacting with him in the H.U. gym.
Yep. That's it. And Gil is my favorite route. So I was sad when I realized his prompt didn't appear during the selection screen.
