Bug report!
When escaping from Upper New Ark's enforcers, Items, Skills & the Sanctum remain greyed out in lower New Ark after succeeding the Nimble skill check to escape them. Closing and re-opening the game allows Items & Skills to be used, but the Sanctum remains greyed out. I managed to get the Sanctum back by going back up to UNA and losing to one of the enforcers, taking the fine.
