The skill tree doesn't give you skills? Are you sure?

I mean, I'm not sure if it's really a bug or if I'm the one who doesn't know how to play, But it just won't let me equip skills, of any kind. Also, how are passive ones used?
like I said, the skill is grayed out and doesn't allow me to equip it
