I mean the skills should be there automatically unless you're using Passive Skills. I haven't heard of a glitch about them just not being there before. Do you have screenshots maybe?
I mean, I'm not sure if it's really a bug or if I'm the one who doesn't know how to play, But it just won't let me equip skills, of any kind. Also, how are passive ones used?
like I said, the skill is grayed out and doesn't allow me to equip it
And it won't let me upload screenshots for some reason, there's some way to upload it so you can see it? (anyway, the screenshot only shows what I already explained, the skills menu, the physical skills and how it is grayed out and does not let me equip it)
