I built a ton of houses but my citizens refuse to live in them even though the quality is 100! HELP!!!!!!!!
If you don’t have homeless people then excess free houses stay empty. Citizen reproduce slowly, but you likely have the option to invite more citizen from outside using the magnifying glass menu
