oh naw... I didn't, I played this on 0.21. What's strange is that I played this game, beating Richtor. I remember briefly that I got a cutscene of how I confronted him when I had beaten him, and then the content ended there. So I waited, updates later, I thought there was new stuff, so I updated on 0.22, the quest didn't work again, so I waited again, TILL 0.24
Yeah, after the cutscene with Rexardo, there is another one at the hotel that goes on for quite a while and continues the story. If you don't have an older save file from before the Richtor fight, you can use one of the prepackaged save files that came with the game. File 05 puts you in front of the mayor, just before the Richtor fight.
