You might wanna check the console/logs for errors as those can often cause slow save/load instead. Otherwise if it is indeed effect bloat those should get cleaned after a reload, also you can drop the save file for investigation
I'll check that! If it is errors then the patch probably will help. Restarting the game does make it go away for a time so it's probably stuff piling up.
