Well it's supposed to release on steam next month so I assume 1.9 will be the last free public release. That being said there's not much more to add even on the current 1.8E version
Steam version will not release in May, you could bet your house on that. Last free version will be 2.0. The Steam version is 2.0 with an additional character... there are a loads of assets and questlines that need cleaning up and finishing off 😕
