I'm not sure I understand the question.
The time on the jam page right now is the time until the jam begins, the jam page won't accept submissions until after that time.
A new timer will start when the jam begins that will let you know how much time you have to make and submit your game, that's the jam ending deadline, and the jam page won't accept any submissions after that time.
So you can't submit a game before the jam begins or after the jam ending deadline, only during the 9 days the jam is being held.
