Well, Holoryx's content *is* a WIP, but Garth's content also is. So it could be either/both reasons.

Yeah i kinda noticed that to, Since in Clash of Corporations quest, Holoryx frame on the watch still is a shadow even after i dont know, 4-5 updates ago, even tough his sprite is already done. Also Garth weve been given some content with him but it still not fully done either. In recent updates it is mentioned we could put him in jail or recruit Holoryx on our crew? I dont know how that works since in my save, Holoryx rules over Akra second floor instead of New Life/Nikolaos. Well, guess ill wait for any update regarding these.
