its intentional. cloths are sort of a transient thing. the game sort of expects you to be clothed, but being able to take your cloths off is also going to be a way of some scene to be activated. them being a little inconsistent is intended.
So, not having cloths might be the way to get the lewd scenes in the village?
well theres one quest i have planned where that will be the case
