The exploration numbers seem to have subtracted the requirements from the previous level.

Also, a second exploration glitch. IIRC the order was I got T2 Isolationism, got Sensor Improvements, then resolved Isolationism. I got up to 30 tiles with 1 cost missions.

The exploration numbers should be fixed in the upcoming patch. It wasn't properly including the number of events found in the first region. 

For the second issue, hmm, probably an issue with how I'm applying the isolationism effect. I'll get it fixed for the patch.
