Hypertech is real! He's my nephew. We just thought we'd plug his game in there :) There is no secret oatmeal cookie, that was just a random reference the artist wanted to put in as an inside joke. You can't access the QR code in the final cutscene, its just a sign that TEK Systems was around.  I'll give you a hint, the 2nd VHS has to do the sewers and rescuing all the cats. There is at least one more secret very few people have found besides the second VHS though. The only hint I ever give anyone is it has to do with a tile that only is used once in the entire game.
