Its not random at all... you just have to walk up to the police women and do the pics...

This already exists. You can do up skirt photos of the walking police. X-ray too.
Well, then you dont need to wonder why you dont get any police pics, if you dont fotograph them... You need at least one star to make them appear, then you can snap pics of the police.
