You went past the radio and the memo a couple of times, it basically says : turn on the radio and set it to on the oil rig frequency, if there is one nearby it will activate it's lights, if not, steer the boat until the static smoothens up and you'll have be on the right track.
Thank you so much. I was under the impression that radio listening was optional since I encountered the rig before without paying much attention to it. Update: I finally got past the part I was stuck at but this time the game softlocked twice in a row during object inspection. (It’s when you acquire it and are able to rotate it around.)
