Once The Horny Dragon's Hoard quest is complete, an encounter will appear near the mountain where you can learn transformation potions for all three dragoness forms.
i was walking around grayboulder summit for 1h irl time and nothing like that spawned
Is your game up to date? That encounter wasn't added in until after the quest was released.
