This is one of those games that seem really complex at first, but is then surprisingly easy to just get - and then you're hooked. A lot of potential here. I think adding some visual flair and a little tweaking of the gameplay (maybe just a bit of predictability in the row/column effects changes) would do wonders. Enjoyable little boardgame style puzzle.
