You need to increase the hidden beast_lover stat, and on top of that you need the right food items for them (meat, carrot, drionda bulbs). There's also a cap to like stat. Triggering non-violent scenes with the wolves in the forest increases beast_lover stats (you may need to do it 20+ times depending on its current value).
