Logan romance is a PITA. I recommend you keep a separate save for each stage and follow the wiki's step-by-step guide. Progressing the game's plot too fast, for example, can permanently lock certain events out.

Likes by themselves don't matter much. You need a hidden stat to activate enough times to save him. Getting likes to 60+ increases the hidden stat a bit. Doing all conversation options do so as well. You should also make him meet Everett and watch their scenes, which increases the hidden stat further. Gifting him stuff also helps. Oh using the love potion on him too.
