The download descriptions still say
v0.19.1 PC Patch (REQUIRES v0.18+)
That patch needs v0.18.2 as base, otherwise the updated garden.rpa is missing.
If installed game is v0.18.1 or older, the v0.18.2 patch must be installed first.
