im trying to play through the country mode but for some reason I cant make PR drones. Im playing on phone browser Iphone 11 specifically, if that helps figure out issues.
Indeed usually the case is that you need to reshape a drone into a blank one and discard it to allow space for a PR drone. This requires 100 resources.
