Elvira's events were normal, but when I go back for the Alice scene nothing happens. Also for Veronica's (episode H I think) it was when she went to the building, but I did the rest of the sewer and some other ones. After I remembered and texted to see what she would say, it was the conversation where she says to meet at the lounge and she appeared there. I'm not sure if it's related or not though as I only tried the alice event after I did everything else which was a few hours apart.

You actually may be right on the last part. I found that when I examine the abyss lilies around town or at the dark forest, Simone says "Search somewhere else she says", and I assume that's only supposed to be during Elvira's episode

A bit of an update: I was working through a save that was a few hours back and even though I meet the requirements for progressing episode P, I just get the conversation about coming back later (I realized I actually saw this before but forgot) and it ended up the same as my end game save, and I didn't even start Elvira's episode yet. I assume it's related to having episode T already completed.
