You can get a good workstation level Dell laptop for $400 or less used. I'd get one with 32gb of ram.
But honestly you are much better off building a desktop or buying a used workstation desktop and upgrading it when you can afford too.
Dell makes some pretty beefy workstations you can get for cheap and they have great build quality.
