the belt is too slow, the 3 miner at the bottom can't push the ores to the belt and the 3 refiner above can't take any ores.
I'm having the same issue. I also have a boss that's outside my attack range but it's a low level one and my repair outheals it so whatever.
edit: the unlock did fix it, I just got there before the unlock. the wave start cash upgrade may be too powerful
an unlock, sorta fixes this?
Thanks for the feedback. The 2nd planet in the new release has a Belt Speed upgrade now! This gets fixed. Also quotas are much lower
