I agree, the mixing is very off. The hitboxes are indeed problematic. A lot of it comes from me layering the weapons incorrectly so when you shoot/throw at an enemy, if it hits their weapon no damage is passed to them.
The bullets taking a lot of screenspace visually was a design choice along with over-the-top shaking. I guess it didn't work as well as I hoped :)
