I cannot for the life of me figure out how to start Nia's content in the latest public update. There's an exclamation mark next to her name in the stats page, but no matter how or when I talk to her, nothing really happens. Is this a bug?

try progressing more with Lin.
I've complete all other content.
Have you visited the Sanctuary (it may have to be in the morning)?
If your city is locked down, you need to reload a save prior to that, most likely.
The wiki should tell you what you need to do. Determine which level she is, and that will inform you on how to progress.
