Sure. And I'm not even exactly bothered that the Emperor, while being portraited in-game as a wise and benevolent (for his position, at least) ruler, surrounded himself with underlings like the ones we can observe. But the fact that _all_ of his viceroys took part in the conspiracy to overthrow him seems like... a real accomplishment.
