For Settlement actions is the maximum once unless stated otherwise rule for co-op so both players must take separate actions, or does that mean apart from buying water and fuel I can only do everything else once?
You can do everything listed as a Settlement Action up to once per visit to the settlement, per player. So cooperatively you both get to do the actions each if you want, any order.
